It has been a great honor to represent my home town in the Arizona State Senate for the past seven years. As the first Senate President from Southern Arizona since 1974, I have had the distinct privilege of making sure our concerns are addressed at the State Capitol.

I look forward to continuing to serve as your Senate President in 2008 by keeping Southern Arizona's issues at the forefront of the state's public policy debate.

With encouragement from my family and many friends around Southern Arizona, I have decided to run for Congress in Congressional District 8.

     As your Congressman, Tim will continue to fight for:

  • Lower taxes on business and families and cut wasteful government spending. Making existing tax cuts permanent.  Eliminate the death tax.

  • Securing the border - NOW! Fund the fence, allow border patrol to do their job.

  • Small business by reducing regulation and supporting tax structures that encourage entrepreneurship and innovation.

  • Smart energy policies that encourages alternative energy forms and market-driven solutions that provide for our energy needs and protect our environment.

  • Seniors by supporting Social Security reforms that keep our commitment to seniors and allow younger generations to save and invest in their futures.

  • Strong National Defense by supporting and funding modernization for our military to include protection of Davis-Monthan Air Force Base and Ftort Huachuca.

  • Healthcare to make it affordable, accessible and portable for all Americans, and to reduce regulation and lower costs.

  • Education reform that puts the decisions back into the hands of parents/teachers and encourages more students to seek higher education.

  Experience:

  • Spearheaded the largest tax cuts in Arizona history ($1.5 billion), including a 10 percent personal income tax cut and property tax relief.

  • Provided much needed tax relief for Arizona businesses by reducing business tax rates, cutting business personal property taxes and creating tax programs to encourage business investment in Arizona.

  • Ensured tax dollars stay in southern Arizona by directing state sales tax dollars to the Rio Nuevo project, thus assuring southern AZ approx. $400 million over the next 12 years.

  • Championed increasing funding for Arizona’s classrooms, teachers, universities, and job training programs to ensure a more robust workforce throughout Arizona.

  • Established the mechanism for Pima County’s 20-year transportation plan and invested $960 million (in addition to normal funding) in Arizona’s transportation needs.

  • Led the fight to appropriate $135 million over five years for the Science Foundation Arizona program and invested over $400 million in bioscience research infrastructure and TGen.

  • Protected small business health insurance programs and enacted legislation to allow small businesses to buy down the premium costs for health insurance.

  • Provided funding to double the University of Arizona nursing program, to address the nursing shortage in our state.

  • Supported a $10 million appropriation for the establishment of a veterans’ home in southern Arizona and $2 million for southern Arizona's only remaining trauma center.

  • Fought for passage of the Castle Doctrine bill, which will allow crime victims to defend themselves and their homes.

    Major Campaign Issues:

Arizona can become the number one state in the nation by doing the following critical things that the federal government has been dysfunctional in doing;
(1) SECURE THE BORDER: By enforcing existing laws, we can save up to 2 billion dollars a year and cut down on illicit drugs and crime.
(2) IMPROVE K-12 EDUCATION: By maximizing parental school choice through school competition, we can vastly improve the education of our children.
(3) TAX RELIEF FOR INDIVIDUALS & BUSINESSES: We need the best tax environment of any state in the union, to guarantee a vibrant Arizona economy.
(4) WATER MANAGEMENT: In addition to conservation, we need to implement desalination projects with California and/or Mexico.
(5) ENVIRONMENT & ENERGY: In addition to conservation and solar energy, we need to be the first state in the union to build nuclear power plants in over 30 years. 

    Experience:

Al is a Republican candidate for the Arizona State Senate from LD 26. He ran for this office in 2006 and narrowly lost by 455 votes out of over 70,000 cast. Al is a life long Republican. He has been a member of the Republican National Committee for over 10 years and a PC in LD 26 for over 5 years. Al is a businessman, educator and veteran. He has his own trade and transportation company, having worked for three international shipping companies for over 30 years. He had a parallel 30 year career in the US Naval Reserve, retiring as a Captain in 1999. As an adjunct lecturer, he teaches business courses at the U of A, the U of Phoenix and Western International University. He has a BS degree from the US Merchant Marine Academy, a MBA from Thunderbird in Phoenix and he is a graduate of the US Naval War College. He resides with his wife, Kou, in SsaddleBrooke, just north of Tucson. Al is committed to bringing vision, integrity and ethics to the Arizona State Senate.

    Major Campaign Issues:

  • County spending is 2 1/2 times what it was when the incumbent was seated while population has increased 1/8 that amount. Add billions of dollars in bonds to that and it becomes clear that the Pima County Board lacks fiscal responsibility.
  • Despite open meeting laws, too much County business takes place behind closed doors. I will be an advocate for open and transparent County government.
  • I understand the need for good road maintenance and traffic system improvements and I've been published on the issue by both Tucson newspapers.
  • Ann Day and Ray Carroll have been a minority for their entire careers on the Board. It's time to get them a third vote!

Out of control property tax increases: Government growth has outstripped the rate of economic growth. In just 8 years, Pima County has grown from $840 m to $1.48 b. We must slow or stop government growth.

Efficiency and Cooperation: the county and its cities have been in counter-productive turf wars. Pima County's role should be to work together with municipalities towards a common vision. The county should not force one-size-fits-all solutions.

Responsible representation: While we knew the greatest growth was happening in the northwest, little to no planning went into the surrounding roads. We must improve roads with high traffic that are still single-lanes, such as Orange Grove and Thornydale and the CDO wash crossings at Overton and La Cholla.

Someone who is engaged and is accessible: Your elected officials must be available to help solve the big and small issues that present themselves in our district.

Environmental resources: Sticking to the Sonoran Desert Conservation Plan is a workable program that preserves our natural resources, which draw people here and stimulate our economy.

From his earliest days in Tucson, Ray has been an active member of the community. Prior to his service on the Board of Supervisors, Ray was Foundation manager of Casa de los Ninos and Chairman of the City of Tucson Housing Board. Ray has also had a successful career in industrial sales.
